In 1912, a company called k.k. private The Südbahn-Gesellschaft placed an order for a tender locomotive that it needed for its heavy passenger train operation as a replacement for the Class 229 locomotives, which were no longer suitable. In response, the locomotive works of the Staats-Eisenbahn-Gesellschaft developed the Class 629 steam locomotive as the world's first tender locomotive with the 2'C1' Pacific axle arrangement. The first 629 locomotives were delivered to the Südbahn-Gesellschaft in 1913, and in the following two years a further 14 locomotives were delivered in a total of three delivery series. The exceptionally good performance of this class caused the Imperial-Royal State Railways to purchase 25 almost identical locomotives until the end of the monarchy in 1918.
After the end of the First World War, fifteen Südbahn locomotives and ten state railway locomotives remained in Austria. Fifteen of them had to be handed over to the newly formed ČSD, where they were marked as 354,121 to 135.
